I have slightly revised the draft prepared by Mr. Nichols and submit a revised draft opposite.

2. We have had a great deal of trouble with the Sub-Inspectors of the Hong Kong Police Force, who were recruited by the Hong Kong Planning Unit in this country at great haste, and with insufficient technical advige. The result was a great deal of confusion about the terms of service of the Sub-Inspectors concerned. As Mr. Nichols indicates, the matter has been pursued on Personnel papers, and has, I think, been largely cleared up.

3. It is becoming a habit of members of the Hong Kong Police Force to send to M.P.'s and others copies of the petitions which they address to the Secretary of State through the Governor. We have already had from at least one other Member of Parliament a copy of the petition dated 21st April enclosed in No.12.
